The newest Canadian Express Entry Raffle was just held and marked the third drawing of 2023. Draw 239 of Express Entry achieved a CRS score of 733 and invited 893 PNP candidates to apply.

First program-specific drawing since July 2022
The third express entry draw of the year has just taken place. Express participation 239 problematic 893 Invitations to Apply (ITA) for Provincial Nominee Program (PNP) candidates. with a minimum Comprehensive Ranking System (CRS) of 733. This was the first program-specific draw since July 2022. To date, the draws for the last six months have been draws for all programs. An all program drawing may invite candidates from any of the three economic programs administered by Express Entry without the need for a provincial nomination.
The February 1st draw was the third of the new year and followed a unique start to the year for Express Entry due to back-to-back draws in January. Although there is no rule as to when Express Entry Draws must take place, draws are generally held bi-weekly on Wednesday afternoons. The previous draw was also significant in that the CRS score dropped 17 points from 507 to 409, an unusually large drop in points.
The candidates in today’s drawing have already received a provincial nomination. Almost all provinces and territories have PNPs that match Express Entry, with the exception of Quebec and Nunavut. A PNP nomination grants an additional 600 points to the applicant’s CRS score. Today’s score limit of 733 means that applicants need a minimum score of 133 before receiving their PNP nomination in order to be eligible.
How do I get invited to a PNP Express Sweepstakes?
Each Canadian province and territory (with the exception of Quebec and Nunavut) operates their own nominee programs and operates several different streams. Each PNP stream has its own admission requirements; While many require a connection to the province in order to apply (work experience, a job offer, a family member, or an education in the province), there are also programs for foreign workers with no connection to Canada. Many of these programs also scan the Express Entry pool and invite profiles based on their skills or work experience.
Provincial Nominee Programs (PNPs) aligned with the Express Entry system allow candidates to apply for permanent residency through the Express Entry system for expedited processing.
Candidates receiving a nomination through an Express Entry PNP will receive an additional 600 points towards their CRS score. These additional points essentially guarantee an Invitation to Apply (ITA) for permanent residency.
Express entry Preparing for change
Since then, IRCC has been working to create draw categories Bill C-19 received royal assent in June. This will be a big change from how the Express Entry draws are currently being held. Currently only the top ranked candidates in the entire Express Entry pool will receive an ITA. Targeted category draws would also allow the government to better address specific labor shortages and target those with in-demand skills.
At this time, it has yet to be announced which categories these will be exactly, or any further details on exactly how these draws will take place. The Minister for Immigration is expected to announce these categories before issuing invitations.
Although the categories have not yet been announced, they are likely based on a candidate’s qualities such as education, occupation, work experience or language skills. This will allow the government to better target those with skills that are most needed in Canada. It also means that applicants who may not have a top CRS score compared to the overall Express Entry pool have a better chance of being selected if they exhibit qualities these draws are targeting.
What is express entry and how can I apply?
Express entry is a system used by the Canadian government to manage applications for permanent residency in Canada. Express Entry uses a points-based system, the CRS, to rank candidates’ profiles. The system manages three main programs:
Applying for Express Entry is a two-step process. The first step is to submit your profile with the required documents. Required documents usually consist of language test results, proof of education and passport or travel documents.
After you have submitted a profile and received an invitation to apply for permanent residency in Canada, you can submit your complete application to IRCC for consideration. Your complete application should contain meaningful documents such as job references, additional identification documents, police clearance certificate and the results of a medical examination.
